NGC 6415 is nothing more than a Milky Way field. There is no nebula obviously
involved in spite of JH's brief description, "A great nebulous projection of
the milky way [sic]." JH gives only an approximate RA and -- tellingly -- did
not assign a running number in his catalogues of nebulae and clusters. In the
GC and NGC it is called "3701'" as it follows h3701 in CGH.
On the IIIa-J film, I make the RA more than a minute later than JH, and the
Dec 2-3 arcmin south. See NGC 6421 for more.
